Whatever you do, I think the most imporant part is to think through the migration process. It's good you've already done it before, but 1 million people could mean a lot of angry phone calls.

I hear what you're saying regarding changes in focus (my university just split up it's 1st year calc courses into seperate Engineering, Life Sciences, and Commerce courses). With this said, the changes in focus do not merit a new edition produced every year.
And I think this is the saddest part to come out of this story. Regardless of the 'legal-status' of what they (Loki) were doing, someone needs to take on the MPAA to keep their tactics in check.

Another point to make is that *most* US universities recognize that Canadian Master degrees are different than US ones, but when applying you should definitely include examples of the research you've done to demonstrate that you have a masters only because failed your PhD.

IANAL, so I'm not sure how applicable it is in this case, but I thought I'd point out that the notwithstanding clause can and has been used before in legislation that is thought to be in violation of the charter.
think spatial. the ship may be registered to a state which permits this type of activity, but may be around the world from where they need to distribute the CDs. Why would you produce the CDs in the Country X in the Caribbean, then ship to Country Y in Southeast Asia. Make sense to hike out into international waters in close proximity to where you're going to sell them. You'd assume would save time and money.

these are real smart cards actually. It'd be hard to network a bunch of laundry machines in several locations across a large campus together.
