Yeah, UHaul's a wonderful company. It's $19.95, plus milage, plus insurance, plus fuel. An in-town move of roughly 10 miles ended up costing me over $70 recently. By my math, that's over 3x the advertised price.

I don't think it's against the law to charge a fee for accepting credit cards, but I believe it is against the VISA-merchant agreement policy (last I heard). So some establishments requirement a minimum purchase amount before doing a credit card transaction.
If it's just pictures and text that they'll put on there, any ole LiveJournal or Xanga account would be a good enough substitute of a "web page." Otherwise, why go through all the trouble of securing a domain, server, the works?
It's not so much being "thin-skinned," but rather for Americans having a dismally small vocabulary.

If this was to be done in the US, it can only be done to wire up urban centers (rural areas would not reap large economic benefits from an ethernet connection over, say, a satellite connection anyways)

Two summers ago, I did web monkey work for a major university hospital, where I got look at up-close STD patient photos (in ultra high resolution taken with a 5MP camera, no less). After half a week, it wasn't such a big deal anymore. After awhile, if a friend showed up to visit me, I would point to a picture I have on the monitor, and say something like "hey look at those little mushrooms," forgetting about the outside world.
