The number one rule of spying is to never become sexually compromised. Having an affair like that can be a major national security risk.
Tell that to Monica and Bill.
I'm connected to my WISP using a Motorola 900Mhz Canopy system which avoids a lot of the "line of sight" issues. My antenna "looks" at a bunch of 100 ft Douglas fir trees. Somewhere off in that general direction (2.3 miles away) is a repeater antenna.
I generally have few problems with this. I only get 1MB up/down but that's far better than the alternative (33Kb dialup) or expensive satellite connections which have their own issues (propagation delay, etc.)
It doesn't sound like they had it quite so bad. Yes, they planned for most every contingency but TFA did say they only had a little flooding in the basement. They did have to deal with short power outages (my power has gone out for weeks at a time) but I'd like to think that most larger corporations would have current Continuation of Business plans. These guys did and kudos for that.
Wanapum Dam is not the only supplier of power to Washington State: Bonneville Dam provides a significant amount of power to the Pacific Northwest and they are a federal agency.

They cut me off shortly thereafter.

So is dialup a "right"?
No, just like owning a phone is not a right. It's a convenience.
