For most people like myself who only use their computer for 3D gaming, software development, video & image editing, writing papers, checking email, talking on IRC and reading/., well for us 1GHz is plenty.
Man, 3D gaming, video & image editing _needs_ processing power. Besides you'll be more comfortable with faster processors in developing, believe me. (Compile time counts.)

Because of my job, I have to use Windows so now I'm surfing with IE6.

Depends on the age. For younger children I'd teach Visual Basic instead of QuickBasic. For older ones, I'd start with C.

Yes, I've run such a system too. Find Slackware 3.5 somewhere. But, why the heck do you want to use a 486?
I suppose a dual P4, 1GB RAM and an ATI Radeon 9700 based graphics card and Windows 2000 Professional will do very well and it will be cheap enough.
