I have no idea what the truth of the situation is, but that is a horrible Wikipedia reference. Through the entire four paragraph section, there is only a single citation. You could certainly make a strong argument during the Civil War, considering the lengths that Lincoln and others had to go to in order to keep a path from DC thru Baltimore up to Philly, but with the exception of some rural areas, MD is fairly blue and fairly northern. (Yes, the Western panhandle, Eastern Shore, and Southern peninsula cover a lot of square miles, the population pales in comparison to the I95 corridor).
