The main power that the parliament has is to remove the commissioners from office and replace them. Something they should consider if the commission keeps ignoring them.
But that's the whole point... the constitution is the people telling the government what it's limits are. It isn't a document telling the people what their rights are. It is stated that rights not granted to the government are reserved by people.
They're not that close to us... although they do visit occaisonally. There was a lot of excitement about the discovery of another moon orbiting earth last year (or maybe the year before)... until somebody realized that the spectral signature from the moon was identical to the white paint used on the apollo 3rd stages.
The procedure for the return to launch site abort mode scares the hell out of me... essentially the shuttle would be turned such that is was facing up range while still being carried downrange by momentum, the main engines would then be used to slow the craft before shutting down the engines dumping the fuel tank and gliding back to the landing strip at the cape.
Ok... lets wait for the report and see what happened.
Usually there are few reasons for premature / uncommanded engine shutdown... either a failure in fuel / oxidiser supply or a failure of the combustion chamber itself.
My post referred to an earlier boeing mishap report about another delta rocket which experienced uncommanded engine shutdown after the coast phase of the flight.
It turned out that the entire third stage of the rocket had exploded.

In contract law it is valid. In practice it is unenforceable on public policy grounds.
Copyrights do not apply to purely functional items.
Patents fill this gap by giving limited protection to an invention.
Business method & Software patents really hose all this thinking by allowing concepts to be patented rather than an implementation.
The commission is the executive branch ... like the cabinet ... the parliament is the legislative branch.

That requires intent to be reckless ... seriously.
Actually the constitution applies to anybody in the united states, it's terrotories, or even in the custody of it's government.

Premature shutdown of an engine is usually a polite way of saying it exploded.
I actually heard of a cop threatening an "Attempted involuntary manslaughter" charge once ... give you a headache just thinking about it.
Sorry that's not true.

Stealing is taking something with the intent to permanently deprive the rightful owner of it.
Actually it appears that $100 million is for programming 3 24/7 channels on Sirius rather than just bringing his morning show.
