Because unless you have "easy" FTL odds for contacting an alien civilization are pretty low (far less than 1/100).Or they are talking about an alien-ated civilization? because we are going definately in that direction if that kind of bets becomes part of our culture.
In the other hand, odds are not so low that we are the one driving the "first contact" to an alien lifeform, just probably not intelligent ones, if life in any way is discovered i.e. in Mars
How you measure the unknown? It IS optimist, saying that we now finally have tools to start discovering this kind of threats. Anyway, that we are getting aware that things could get close don't mean that anything will hit us (in last century nothing similar to that size, so odds should be pretty low).
Kin flopped, vulnerabilities still on (they are even being used as weapons), somewhat is losing relevance (much fanfare about IE9, and will FF and Chrome keep gaining ground). Keeping them under the radar until they manage to get out something positive is a favor right now.
Even if is a solution searching for a problem, still worth. Who knows, maybe could be used in space (satellites, space probes, etc), maybe the next best place for datacenters is in orbit. Or be ready till some other advancements turn them into something practical.

US isnt exactly free of blame in that field, trying to influence foreign countries elections thru more or less "official" press, specially the international ones like CNN. What makes one being right and the others wrong?
Is ok that international, somewhat objective organizations promote the freedom of information, that should be known all, nothing hidden or censored, wikileaks, eff and others are doing good work there. But if you have a government that actively pushes some partial, rigged or just plain wrong information trying to damage the ability of self determination of other countries, there you have an aggresion. Calling it weapon could be strong, or not, same could be said about economical embargos for political reasons, not condemning violations of human rights from friends while doing it against others.
Remember, your truth not always is the truth, if there is ever one. Don't force on others something on which you could be wrong.

An MMO where you have to learn (or discover by themselves) the rules of politics, economics, math and probably several other things aren't very efficient, specially in time, aren't something for the classroom... but maybe are something for outside it, and maybe discuss/improve around those topics on the game in class. The good part is that is an activity driven by the students, that are them that want to do the effort if they get it. In the other hand, could end being addictive and affect negatively other activities.
