Now, thanks to the internet, my LD provider is some small outfit out of kansas that charges a flat 3c a minute, anytime, no monthly fee, no connection charge and MAYBE $1 in taxes.

No, they do that because there is a shitload of dishonest video card and processor buyers who buy a product, get it home, find out that it doesn't overclock well, and send it back demanding a refund.
You can return a defective product for a return, with no problems. In fact, I've got an opto-write DVD-RW in RMA right now with them.
Now, the lack of return shipping is a bit of a bummer, but like they say, wal-mart doesn't pay for your gas when you go to return an item.
Nah, most of them won't rape on shipping. I've ordered off there from various vendors and each time, i've only paid $4.95 shipping (for priority mail at that).
Of course, I order 20 at a time, so that's not too bad

Get a well used P300, win98, 56k modem, 15" monitor, 6 gig hd for around $125-$200
Then use free internet access via AOL until you can find a suitable low-cost dial up isp in your area (for example access4less.net - $5 month - a big jump from your dsl / decent amd system scenario).
People in poor countries could also get a cheap pc, but the problem in most of those countries is cheap phone service (or phone service at all).
Apparently, in the last wired I read, they mentioned that chinese pirates were already downloading and burning these courses to CD and selling them with the rest of their "software".
Not a bad idea though, you could get an MIT education for the $5.:0
Even for us computer experts...with all the different versions of Office, it's still difficult to know exactly where you have to go to disable a particular feature (Outlook is especially bad at hiding things under multiple usless menus)

Use epson printers, and buy your carts off of ebay.
$1-$2 black, $3-$4 for color.
Just can't beat it, especially when you can find an epson printer in a thrift store for $5.
But geez, if they ask for half of $25/hr, you really wouldn't work for somebody lowballing you that badly...
