There is currently no on call duty. Since we're 24x7 whoever is on shift is expected to handle any problems. They want to keep it 24x7, but move from 4-10's or 3-12.5 hour shifts with no oncall to 5-8's (1st, 2nd and 3rd each day) and on top of that oncall during the shift hours on your two days off. AKACT, I will be either at work or oncall as long as I remain in that position. Managers will be held accountable for any outages that occur on they shift (whether they're working or not.)
I personally don't think that I'm a good leader. I tend to seek consensus rather than confrontation.

Set the default ringer to a silent mp3/wav/ogg/3gp/whatever. Set everyone in you address book to a "Custom Ringtone" (on my razr it's called Ringer ID) that is your regular ringtone.
You know what might be nice? Assinged shifts on the crewed vessels. So say, once a week from 4:30P - 5:30P you should log on for your "shift", or risk an insubordiantion on your record. Of course, with the time-intensive nature of MMORPG's it may not be a healthy feature, (few will want the 'graveyard' shifts) but none the less interesting. IMHO...

The gluttony implied by complaints of having to wait "four fucking hours" for a video game should make you ashamed. Some people don't have medical care / food / a place to live, and another segment of the population can't wait four hours for a video game. If you happen to be an American, thanks. What is the most tedious part of busting myths? I'm sure alot of the fun and games gets on camera, but what are we not seeing and why is it still important?
I can TOTALly RECALL a plan to make Mars livable. But then again I might just be dreaming of the RED PLANET. (Or killer kung-fu guerrilla para-millitary robots from a planet near Mars)
