If we say the FISA star chamber is "doing its job", we must recognize that its job is to travesty the Constitution and trample on American values.
However, we must not forget there are many decent red blooded Americans who work for the security services & the permanent government ("the deep state"). Some of these men may support the President, and support his efforts to dial back the gestapo state. Perhaps those gentlemen applied some of their tradecraft to the treasonous judges on FISA court, and thereby persuaded them to stop acting like East Germans and start acting like Americans.
If Bill Clinton agreed to it, it's because his masters in Beijing paid him for it. So no surprise if that policy action - like all of Clinton's policies - benefited Chinese interests at the expense of American interests.
