I think having comments on sites like msnbc and cnn provides a vital public service. It keeps people busy who would otherwise be shooting guns out of their windows or mailing homemade bombs to strangers.
If a cell phone jammer can penetrate into your pacemaker and interfere with it then they need to design them better. Why would a pacemaker be responsive to cell phone frequencies anyway? There are plenty of other sources of radio noise already too.
Now if only they could invent a jammer for people who have their headphones cranked up to 11 until I swear their ears must be bleeding. If it is loud for me sitting next to you I can only imagine what must be left of your hearing.
I'm pretty sure he'd notice if there was a 911 situation in the same train car as himself and not use his jammer. Plus the range on the handheld models is very small.
It isn't using your hands that is the issue as much as the fact they are in an extremely distracting conversation with someone who can't go "Hey, watch the road."
Instead of convincing the kids of the value of school or making it a positive thing they enforce it via fear. It probably becomes something they hope to escape as soon as they can like the old English boarding school system.
Hiding it in plain sight is actually a smart way to do it. No one is going to protest plain white trucks as long as they don't announce anything. Diplomats have used this strategy for ages. You can either try to make your message super secure and put labels all over it saying "top secret" or you can just bury it in a mass of boring daily updates, visa requests, etc.
The only problem they could really have is with other government agencies not being in the loop. I wouldn't be surprised if there were remotely controlled radiation sensors on some highways to detect the gamma rays from something like this (I know they have them at international ports of entry). They get an alert and then they are freaking out over it. Then there are major accidents that even if the contents are safe would make for bad publicity.

I've noticed woman bosses tend to take things more personally and are quicker to pick favorites. Male bosses tend to be more "we'll do it this way!".
