Have you attempted an install with the latest Mandrake? An article I read compared Mandrake and XP installs. Mandrake required less user input, thusly "wining"

Going non-profit could keep costs down. The Eugene Free Network(EFN) is run this way, and it seems equitable and beneficial to all involved.
