I agree with the you but I have a secondary question: if it only measures traffic without unique identities how does it help find someone missing? It isn't like you can assume that everyone goes from point A to point B along the same path. To be at all useful it has to record something unique to the hiker.
I agree with most of what you said but you seem to have missed a rather large point to all this: the FCC charges 100,000 for a liecense, so "everybody else" cannot afford to broadcast. I think we need regulation of the radio waves mainly for the purposes of science, I have had to deal with annoying people who transmit where they shouldn't be while I was trying to do science in the same bandwidth. But I don't see why this means we need to have 50 clearchannel stations and none or very few from average Joe's. Surf around the FM and AM bandwidth in your area and you will find that there are a lot of bands not being used, why not give those to nonprofs? schools?
You can always tweak gravity to give ANY answer you want, BUT whenever you do it tends to break other things or look really strange. I think it is about scale. Think about it this way: all of physics that we know, gravity exempted, is proabablistic: we don't know what is going to happen at any given stage just what MIGHT happen. However this is only true on a quantum level, Newton's Laws still hold, mostly, and we don't worry about sponaneously appearing inside the sun because we COULD it is just extremely unlikly. Similarly if you make a big enough system out of chaotic states or in this case random assembly then you can find patterns, like Newton's laws, these can be used to do computing.
While I usually don't see a reason to stop regulation of an already regulated market( cause someone is already in the lead and removing societies only way to force them to behave doesn't help) but in cases where there is an emerging market I think that regulation, for things other than environmental impact and a few other things, should NOT be implemented. How is this going to help? As noted above all this does is provide software providers with a way of saying: "We followed all the RULES so we didn't do anything wrong." Now if we allowed companies and consumers alike to sue the software developer for delievering a product that was known to be insecure then the software companies would have a reason to make secure software. The regulation does not provide a reason to make secure software it defines what that is which can change or be wrong.

While I don't know what went on hear exactly, in this situation it would seem like the police had a responsiblity to keep him properly medicated and inform his doctors.

This is a great technology that needs more development.

What we mean by cold is that we can use the energy that is created without having to deal with temperatures that are too hot to contact with normal matter, i.e. in a confined plasma the point that fusion is occuring at has a very high temperature but is a very small point and the energy leaving that point is not too large to deal with.
Currently we do not have any Gravity wave detectors that could observe this, as stated in another reply LIGO could not observe this, nor pretty much anything short of something really strong happening within a VERY close range. We have not observed any gravity waves directly, however we have seen that rotation periods of certian large bodies indicate that energy is escaping the system beyond that predicted by hawking radiation, which is consistent with gravity waves carring said energy away.

Similar to classical E+M, which allows E+M waves, GR doesn't state that these are propagators of the force just solutions that exist.
