We always see these emergency broadcast tests rendered on televison screens yet there seems to be no [open source] port to broadband or dial-up for the same test service.
Maybe if we put some thoughts together along with this topic then their could be basic rate broadband service as similiar to local broadcast stations with emergency test network. Is that something that is really wanted to pay for. If so then we should be able to modify the output signal to alert others that are not so fortunate to watch and read when the emergency broadcast appear.
For example: tornado alert appeared on screen yet your neighbor does not have television because your neighbor is blind. Your neighbor does have computers with speech recongnition to assist household functions. Do you let him know that your computer is able to detect those alert messages and can forward them to text-to-speech? (or would you let you neighbor wait to hear the tornado when nearby)
This topic seems to reveal that the type of broadband service is narrow. The years of experience with Internet has shown that basic broadcast services still do not exist on broadband service. There are thousand or customers that would pay fifty dollars a month (rate as broadcast service over RG cable) for broadband connection if they find the broadcast is not narrow and has the broadcast they like.
