I agree that outside the major cities, the friendliness increases, but every single service I purchase in the US (hotels, meals, air travel) blows Europe away.
I think it could all be a cultrual barrier. Locals, or at least non-foreigners, will get better treatment.

If the experience with the thing (car, technology) when you're growing up decides how open you want to make it, when people who grew up with IT are in congress (starting to happening now), they should make IT more open.

I can't. Why didn't they do the Windows version first? Apple has, as others noticed, left the market wide open to someone doing exactly what Dell is doing: the iPod for Windows. Had Apple started with Windows, they'd have that market. Even if someone went into the Mac market while Apple was still developing their product, they'd certainly switch to the Apple offering the moment it was availalble.
The same cannot be said for switching off Dell's service once the iTunes for Windows is availalble. I think Apple screwed up once again.
You've got to understand how the system works. The same people (or system) that collects email addresses won't be the ones to send it. Consumer/producer model.
I'm sure your now addresses have been harvested by a number of systems already. You'll have to wait, though for a client to buy a list, or another wave of mailings to go out before one is sent to you.
