They have been asked to document their protocols such that their competitors (mostly open source) can compete. Licensing their server software is much like asking a politician one question and them answering the question they wanted you to ask. Of course the open source vendors can not sign the NDAs this will require. and Microsoft can't seem to get their shit together to document their protocols, probably their biggest problem behind the scenes.
I will be personally surprised if this is accepted or even an appropriate response to the council.
The major issue as i see it, is that M$ can move to office 13 XML in 18 month and stop supporting the office 12 format in 8 years or so.
If on that day there is no finiacial reason for m$ to impliment support for handicap people and there is no copetition that day will the senate stand up and have a hissy fit to make sure that no one moves until m$ supports handicapped people ?
How about something that runs in Windows and OSX (where Office lives now) ? I don't believe there is anything currently that does this. OpenOffice is coming soon but I dont see any other office suite that will for either coming anytime soon.
I have 5 major certifications and can tell you they dont help with the day to day work except for what you have learned from the process.
What it does help with is getting your foot in the door with managers, it helps your resume and it makes you dig deeper the subject than you normally would go.

It used to be a mess and there were alot of netbsd things, no man pages, and a bunch of misc. stuff. but recently 10.2+ things are maturing nicely and the man pages are getting updated and all the user level utilities are updated.

setup a local imap server, you can generally setup imap from almost any modern mail client, let the client do the work of conversion.
then put all of your mail into imap folders, sort by year etc.. Each folder will then be in a large text based file. That you can rsync, tar , etc..
