The company I work for began rolling this out about 1.5 years ago, the non-local programming is carried across our fiber ring until it gets to the headend that needs to deliver it across the cable where it is modulated into a QAM and received by the set-top-box. True it's not IPTV the entire way but it is forseeable that at some point it may be.

DOCSIS 3 will use a channel bonding technique to achieve similiar speeds through coaxial. Essentially by reclaiming analog channel space by converting to all digital systems (I'm beta testing this right now) in the next 3 years that same analog space can be phased out giving back all the waste channel space without needing upgrade the cable system itself to support higher frequencies. What this basically does in layman terms is instead of sending all the data across the same frequency it breaks the data up across multiple frequencies in parallel.

It's a terrible tragedy but I like to think of it as evolution in progress. Let's move on to the stupid ass Mayor Nagin blaming the federal goverment for not coming and bailing them out. UH that's what local government is responsible for, planning for this kind of thing. It's not like terrorists came in and made a hurricane to destroy those cajuns.
Finally New Orleans has hundreds of busses they could have used to evacuate the city, but they didn't.
Here's a solution for next time.
DON'T re-build a city below sea level.
DON'T build a city where levees are needed to keep it safe.
DON'T elect a dumbass Mayor who doesn't plan for disasters that have been predicted for decades.
DON'T blame other people for your own stupid decisions.
DO plan a meeting with other major city governments to see how to plan for disaster.
One designed to stop spam, viruses, spyware, phising , etc? Obviously there's only so much that can be controlled but a lot can be if your willing to take the appropriate action on the network side.... Would be interesting.
