By the time this is ready, they could have a CRV designed to fit atop the rocket... but the capsule is a great fallback alternative.

If this is your view of American colleges... you are entirely mistaken. For one thing, we're not talking about colleges here.. we're talking about Universities... now to move past the semantics...
Universities are businesses, not educational institutions at all. Like any business they must compete for revenue with the rest of their industry. Some compete by being the best available educational resources of learning for their high paying customers... and others compete by providing the best available 'socialization' resources for their customers (aka students, their parents and the foundations that pay for those who can't afford the high tuitions).
Including such things as music services, internet access to the www (as opposed to just the local network), festivals, pubs, stores, cafes and all other things that a person in their 20s might consider appealing while they are stuck for 4 years learning how to be a good employee...
I won't even go into the fact that modern humans are not ADULTS at 18 or 22 or even 24 anymore... as a society we've pretty much pushed the age back to the early 30s by now, at least in America.

My understanding of OS X windowing is that it's all vectors using a pdf rendering engine through core graphics now of course for hardware accelleration via the GPU. What I'm saying is that a GPU could easily be used for such encoding/decoding tasks as well, it's a very specific task and doesn't need a whole co-processor to itself if a portion of the GPU could do the work as well.
netioning the GPU is a great point... seeing as how OS X now has it's Core Graphics routines which go directly to the GPU for a whole hell of a lot of it's rendering performance, in both the UI for the Finder/windowing system and it looks like increasingly in all pre and post proecessing of graphics generally across apps. So the question is whether the AltiVec portion of the PPC will even be relied upon in the future.. in fact it looks like Apple has purposefully developed away from relying on the altivec unit in preference to using the GPU for doing vector transforms and other intense rendering calculations.
All this leads me to believe that they are both improving the speed and efficiency of the OS and hedging against reliance on PPC tech for general computing by tying their system more to GPUs than CPUs... a trend that looks to continue.
Have them send you a list of companies they've done work for with a personal number for their contact there and ask questions. You should be able to tell if they are a team worth paying good money for pretty quickly.... ie: did they educate their customer enough to tell you anything of use.. if so then they probably know what they are doing... what sort of maintenance contract did they propose... is the cusotmer satisfied with their followup work as much as the initial development effort... read belwo for more good questions to ask.
What it really all comes down to is "how badly do you want it?"
It doesn't matter how much money you spend or what talent you have available... if you want it enough the money and talent will come to you. This applies in all things in life.
I'll second the other responder.... CSS has plenty of control... in fact I wish that Quark and InDesign would support CSS for object positioning... then I could define placement as well as typestyle...
Most of the problems probably come from rendering issues not spec issues....
Try working with SVG for a while and be happy for basic CSS+HTML

Where do you live in the US? I grew up in a mobile home where my dad paid bills month to month but was self-employed as a custom picture framer. We lived in a small rural town in South Carolina with about 200 residents... the schools served 3 towns in the area - we had to ride a bus an hour to get to school each morning and to get home each afternoon.
But those schools were top notch and I got a very good education, honors program sponsored by Apple computers where I learned Basic and logic diagrams in the second grade, we had a spanish teacher for one class a day... plenty of computers to do work on and intramural sports, soccer, football, baseball, basketball, etc....
Point is that between public funding and a little corporate bonus I had a very good education which prepared me for higher learning and opened my mind to opportunity. Not everyone in the school took advantage of it... lots of kids were more interested in goofing off or playing hookie. I have no idea what happened to them but they were offered every opportunity...
The high school had classes in Japanese, Russian, French, Spanish, Latin, Greek and German... this is a school with less than 2,000 students - what we called a 2A school (it goes up to 5A with over 4500 students). There were plenty of scholarships available to anyone who cared.
I moved to California when I was 14 though so I ended up in a much larger high school in a very diverse area with a much more wealthy economy... the school was less than I'd hoped for.. basically just a GPA mill where over half the students needed tutors just to pass their grade because the teachers didn't teach... so having lots of money around doesn't guarantee quality of life.
The US is what the people make of it. It is a land of opportunity and if you work hard you can take advantage of what's available... or you can just take it all for granted or worse yet you can slack off and fall through the cracks into a social slum and end up poor and ignorant.

If you go with wireless you won't have to worry about cords... also put the Mac mini under it in a air-tight cabinet under the drawer...
Use screensaver skins over the display if possible (don't know if they would work with touch sensitive, pressure sensitive for sure but IR grid screens may be affected)... the screensaver skins come in many sizes and are popular for covering laptop screens and peel off when they get too dirty.

You can copy and paste code to get some functionality to happen but if you don't know how it's logic operates you won't be able to customize it to your particular needs.
Compose things, don't just throw them together. Composition includes balance, hierarchy of importance, and purpose. Use composition when creating the look of a site and when designing the architecture and user flow.... composition tells your audience how to use your site and what is important and what is they should pay attention to.
Marketing and Business skills will help you understand your clients needs as well as aid you in your own personal success whether you work with a company or on your own.
Everything else you learn now will most likely be old-fashioned or worse yet EOLed by the time you get into your career... even if you plan to start working in 2 years... languages come and go, applications change all the time and new ways of doing things are constantly being invented or 'innovated'.
