Given enough time and incentive, I can turn Doom 3 into a Microsoft Windows compatible operating system. The question is how much incentive and how much time it will require.

You can still choose to install the Office Assistants, but you've always been able to choose not to install them. I've never had to deal with Clippy, from Office 97 through Office XP. Of course, most people prefer to just bitch and moan rather than do something about the problem, so it's not surprising that people are still complaining about Office Assistants.
Most people working in an office environment DO NOT install their own software.
Nor, initially, do they understand how to change configurations.
Some of the worst estimated cost blow-outs that I've seen in government projects, have come from the government managers hiring consultants to develop their requirements.
Quite often those consultants can charge almost as much as the entire development team charge for the project.
Provided that you are able to order printed versions of the online works directly from the websites, I'd say there is great scope to cut some of the middlemen out of the current equation. Business savvy illustrators and colourists can get more of the money.

Apple did spec the price/performance: the dual 2.0GHz G5 PowerMac they tested cost $3,000, and the dual 3.06Ghz Xeon Dell Precision they tested cost $4,000. Since the G5 is both significantly faster and drastically cheaper, it should be obvious that it has a better price/performance ratio.
Yeah, but you can roll your own dual 3.06GHz Xeon for WAY less than $4,000 (or $3000 for that matter).
2xCPUs would cost around $1400
