Not if your customers want VB apps. The IT world is customer driven and the customer gets what the customer wants. I must say though that I haven't met a developer whose sole core competency is VB. It would be though for anyone to survive with only VB but hay, stranger things have happened.
I call Bullshit. We are talking complex systems here that require ICD for external systems and major performance requirements. You either have great foresight as to what could go all by yourself or you collaborate with those who might also know about potential problems. If a project is dependent on external systems you need to spend a lot of time to plan so that you won't have to back and fix problems at a later date in the development processes.
You are thinking to narrowly here. Thing big. Think something like Orbitz's flight reservation systems. Think on line banking systems. You don't plan when you are creating these systems then you are FUCKED.
In the real world we plan because if we can't deliver something on time we can say you either give more money or more time. If you come back and say well we can't deliver on time then you can bet your ass that you won't see repeat customers.
If your implementation doesn't meet requirements your skills aren't worth a damn. To be skilled you have to be able to plan. Planning saves time and is more efficient then hacking away at stuff.
I got Comcast and they started me of at $25 a month for 6 months and that was sweet. After the 6 months was up they started charging me $56 for it. It would have been $46 a month if I had subscribed to their cable TV package but since I don't watch TV I declined their offer. When I called them up and told them I want to cancel because Quest has offered me DSL for $29 a month. Of course, I have not intention of switching to DSL , which sucks big time around this area. Needless to say when the support/sales lady heard that I wanted to cancel she gave me a $30 a month package for 3 more months. I told here I will cancel at the end of this deal and she said well give us a call and if we have a deal in 3 months we'll give it to you. I guess I am gonna call them up and do the cancellation dance all over again.
Moral of the story, If you tell them you want to cancel they'll do everything in their power to keep you as a customer.
More importantly, shouldn't there a bidding war to do this the the USO? There doesn't seem to be competition to win a bid to do this and MS is getting a pass without any competition. It doesn't seem fair to the taxpayers.
Tell that to Macromedia who lost to Adobe because of a look & feel simalaraties.

Usually there's some guidance from the person who want the letter writer. The person who actually writes it and articulates is not important but the person who sets the agenda and makes the request to have the letter written is.
