    If the community does not like the telecom project, the community can just say "NO!"

    Telecoms can then resubmit, revise, or cancel the project.

    I suggest a community make the local law default to reject the project if not approved by vote.

    Local governments still have the authority to say "NO!" If the local government does not like the telecoms plan, the plan can be killed in entirety. No foul, No gain!

    Other businesses have the privilege of deciding where to do business and open/close stores. Telecoms deserve the same right!

    Resources should not be wasted on installations that cannot be profitable, or at least break even!

    Worked in paging in the 90's. Customer Service Reps take th job for afterschool, second job, meet probation/parole requirements, etc. Two weeks training and then hit the phones.

    Most CSR's were employee family members working to avoid being leaches. No enthusiasm.

    The probation/parolees were the best workers. They did not want to get in trouble and tried to be the most reliable!

    Telemarketers were another story!

    I do it weekly. Found lots of cables doing nothing at first (about 50%).

    The look on the local networking guru's face was priceless. Missing cables and the network was working great.

    DOD Software requirements and testing will always keep software expenses high.

    DOD requirements, standards, and testing before acceptance, suck up time and money. Porting (Major Requirement) a C program was almost a show-stopper on a personnel records program in the late eighties (Same OS (UNIX) on different hardware).

    STATIC ELECTRICITY!

    Static Electricity is another major factor in any Arctic temperature, low humidity environment. Alway touch a grounded frame before touching any electronic equipment.

    Other concerns: We had Scripto and felt pens dry out if left open in warm rooms. Frozen pens might recover and be usable, but not all!

    Inspect and inventory everything! Decide what can and what cannot be stored in the cold!

    USAF has a lab at Eglin AFB, FL. They test aircraft to -70F in a refrigerated hangar. Check with them.

    I worked in the Arctic (-18F) back in the eighties' and we kept the computers indoors and ran cables to the sensors outdoors. Sensors are cheap and plentiful. Wires get brittle in the cold and break easily.

    Enthusiasm diminishes with each trip outdoors: dressing for weather, exiting warmth, finding and fixing each problem, returning to warmth, getting coffee and food, finding out next problem.

    I do not complain about the cold anymore!
