    This, from here is a pretty plausible reason why this keeps happening:

    Google GREATLY encourages "launches" - releasing something publicly. And keep in mind - no penalties if the shit is half baked, not working, only works on chrome, or some such nonsense! This is the norm! Why? Promotion. You cannot get promoted beyond a certain level in this place unless you "launch" something big. So what do you get when you add of all these perverse incentives? Nine thousand, eight hundred, and eighty-three chat apps, and a never-ending chain of redesigns and relaunches so some people can get promoted.

    It doesn't take much of a conspiracy theorist to see what's probably happening here: first make a speech to the people talking a lot about stability and warning of chaos, then bring the net back up, send in paid thugs - confirmed as poiice in plain clothes - to attack the protesters, letting the world see the 'chaos the protests have caused' Mubarack: certified asshole, but a smart one.

    The reason that Communism fails on a large scale is that given enough people, someone will be selfish enough to game the system for his own advantage, and refuse to play nice.

    To further further that analogy, quite a few of these mobsters have joined together to form something more like armies. I'm thinking of Ubuntu, Red Hat and Suse, to name the largest ones. They are projects using free software, but guided by strong leadership. These are the one who have a shot at making a dent in the armours of Microsoft and Apple.
