They fear the distribution potential the internet offers not because of potential revenue losses from "piracy", but because they lose a degree of control to the *gasp!* unwashed masses, whom they don't consider rational human beings, but rather as a valuable resource to be exploited to the highest degree.
When I first got online (early to mid 90's) I sadly thought AOL was the big network and the internet was just a part of AOL. Three seconds later, I realized that getting on the net (which at the time to me consisted only of WWW) was like walking out of the fence.

Instead, he's probably proposing some sort of notification system where, every other decade or so, an author has to fill out some short form to notify the Copyright Office that she doesn't want her work to be considered abandoned.
I think this would violate the Berne Copyright Convention of 1976 which I think states that all copyrighted works are required to be renewed automatically.

I have every episode of Season 4 of Futurama on my Tivo, yet I still plan on buying the DVD set (already preordered it). Why? Because of the funny commentaries, the hidden easter eggs, quality picture, and the other stuff you can't record to a hard drive, video tape, or burn to a CD/DVD. The excuse that home recording is cutting into sales of DVDs is weak when comparing a TV quality, commercial ridden, stand alone television show to a DVD quality package of an entire season complete with extras.

In the US, we not only have a sense that the punishment should fit the crime, it's law, the highest law of the land (US Constituion, Ammendment 8).
In this specific case then, they should just confiscate the kid's camera and footage and ban him from the theater for a year.
