They probably have a plan-B; namely, buy Nokia, and either produce own phones or, more likely, leverage the patent portfolio to "encourage" other phone manufacturers to produce Windows phones. Or just extract royalties.
I really hope Nokia think to ship the existing handsets (sans Windows logos) with Android on them. 'cos I'm fairly sure what most people want is a nice looking Android with solid hardware... which is what Nokia do well.

If I recall correctly, the traditional way to manage WP was by the customer installing it. Then DH introduced one-click-installs to make it easier to install and update, but the customer was still responsible for updating since an automatic update might break their site. And I *believe* (but don't use) there's a way to use a single DH managed instance of WP. This is less flexible - I think you're limited on themes and plugins - but is managed by DH.
In all case except where the customer has manually installed WP themselves, DH always have updates available as soon as they're available *except* where they've discovered problems.... this has occured in the last year where presumably DH testing has discovered a problem, communicated the problem with the Wordpress folks, and then subsequently made the fixed-fix available.
Seriously, if you want to attack DH, just complain about their shared servers often being stupidly over commited, and generally kind of sluggish all the time. I'd agree with that! But from a technical stand-point, they're usually pretty good.
*albeit, it's a Government announcement without, it seems, any thought to how to implement it practically. But never-the-less, things might be looking up!

I think you're right... but for consumers cheap > good. Mass market is always the cheaper product. In the case of consoles, they were - historically - cheaper than buying a PC for just for gaming, particularly decent gaming rigs, albeit I don't doubt ease of use would be a big factor.
I have a calculator that I got around 1984ish (Sharp EL-506P) and that's still running on it's original batteries! That probably says something about how much I use it, but I'm always amazed at the batteries (and the calculator itself for that matter) still working.
In the UK Pay as you Go offer either 500Mb free a month if you top up by at least £10 a month or £1 for 25Mb (valid for a day). I'd rather put £10 on a card and have the device start streaming its position once a minute when I ask it to.
Use GiffGaff (they're on the O2 network). Up to 20MB per day, it costs 20p so that should keep costs down.
When I was 16, I was thinking there has a market for an ultra small car, 1 passenger, if they can get it here for less than $5k or so. Just a town roundabout. Something that could achieve highway speeds but not much higher, like say 90mph, and any trunk space is minimal. When I see high school parking lots throughout the country with these big (sometimes initially expensive) clunkers.
