I guess it would depend on your definition of "free". GTK is under the LGPL, while QT is under the "GPL unless you pay us" license. I kind of like GTK better because it is a community-controlled project, unlike QT which even though it is gpl'd is still a commercial product in which Troll Tech decides its fate.
I saved the html for google and it was 3405 bytes. If my math is correct that would be about 92 seconds on a 300bps connection. It will probably only be useful if you have a really slow connection.
I know that you can get them through cvs, but if there is no tarball with the sources then an ebuild for Gentoo can't be made with all the mirror sites having the tarball.
I don't think you'll be getting lower prices on software products because there is no longer a patent on LZW. I believe it's like $5000 to get a license for a single product. A pretty hefty fee, but that means nothing to someone like Adobe.

If the lil' coder has an older machine, you can get him DJGPP for DOS. You can get Allegro for it, which is pretty much like SDL is like for Linux, and is pretty easy to use and you can do a lot of cool things with it.
