But you can set your "from" address in your mail client, and send mail as if it were from your gmail account from your work place, your home ISP's smtp server, etc. In order for that all to work, google would have to allow smtp.yourisp.net to send mail as if it were from google in the SPF records - basically, if it were done, then nothing would have changed 'cause they'd have to allow a metric buttload of ISPs to send.
Changing to web only, or smtpauth, or similar (as we both point out) would do the job though.
SPF would only work on the domain level, and has to be implemented by the ISPs, etc. Since google would have to allow many isps send mail as if it were coming from a google user, it would kinda defeat the purpose. Better would be to allow google groups to only get messages from gmail, and set gmail up to not allow alias addresses for gmail accounts that the user doesn't own.
Up until 1968 you could... the GCA of '68 stopped that, created the 4473 form, stopped importation of machine guns, and importation of firearms based on size/weight characteristics.

Don't allow outgoing connections to a SMTP server other than the one the ISP runs, and use SMTPAuth or similar would go a long way to stopping this. Heck, most of the ISPs in the area I live already do part 1...
I'd think the solution could be more like what they do when they are messing with DNS - identify customers with issues, redirect their DNS queries to a box that puts up a page that describes what is going on, why they are seeing that page instead of google or whatever, and a number to call at the ISP for assistance.
My mom is still using a laserjet II that she got for $25 on a surplus sale from the county. When she had it serviced, the built in utility reported that it had printed over 2 million pages.... still going strong, she's had it for 10 years.
So, I'd say haunt surplus sales, etc. and pick up an older HP laserjet.. built like a tank.

We had a crazy set up wtih Win95 and Novell 4.x, one guy set it all up, knew all about it, and gave lab techs step by step directions for re-imaging a machine (automated win95 install, pre-ghost days). He was also HIV positive, but not constantly sick. He also documented everything properly. He went home one Friday feeling pretty OK, the LEO folks found him on his couch dead Tuesday morning - we called them to do a well check after he didn't call in Monday or Tuesday morning (he always called in - sometimes at 3am to avoid actually speaking to someone, but always called).
Ya know what? His crazy system kept working for a few years, more than long enough for us to hire someone (a 3 month process at the minimum, just for a secretary type person) and for them to go over his docs and understand the system.
LDAP, thunderbird w/ lightning plugin (or openexchange, citadel or similar), XDMCP.. Updates? Your own local ubuntu/debian mirror w/ custom packages, etc. Lots of equivalents.
The instructors I work with ask the same thing, but don't even flinch when I ask when the last time they checked a students ID in their physical class.
Only exceptions I've heard about have been the police academy courses (for background check, etc) and health related classes (nursing, nuke med, etc).
Several of hte instructors at the community college I worked at developed kitchen labs, all safe, but demonstrative. There's even a company out there (forget the name at the moment) that has a chem lab pre-created, and they even will accept liability for all experiments therein. Granted, no cesium in a fish tank, but still educational.
Get 'em flight gear, set up a multiplayer env. where they have to do voice communication wtih air traffic control

Contender and ContenderG2 are limited to lower pressure rounds. The TC Encore gets around this, same basic design just stronger.
To be fair, teaching to the test is an OK thing to do.... assuming the test is any good.
