To the contrary... I've been using MythTV for a while now, and it has been mature enough to be useful for quite some time. The current release does not have any of the problems mentioned in the post with the random bolded words... it supports recording to mpeg4, has a pretty (and themable) interface, and it would take quite a bit to get me to switch to another PVR project. Current CVS (0.8 release is nearing) even supports TV over Network. MythTV is already capable of most of the things mentioned in the article. And I close with,
It's worth noting that MythTV (PVR software) already has a "MythGame" addon, which is a mame frontend. MythTV is designed with control from an IR remote in mind, so it would make a really good candidate as software for a set-top box. Now, if you'll excuse me, *unpauses CSI*.

Interesting that at the exact moment I started reading this story, a campaign advertisement came on about George Pataki (NYS Governor or something) taking money from druglords. Sounds like a pretty interesting parallel to me.
Not to mention MythTV... already has a nice program guide, interface conducive to using with a remote and irxevent, etc... It can record to an extremely hacked NuppelVideo codec or some mpeg4 codec. Check it out if you haven't.
So why doesn't Linux and Windows have this sort of feature?
Linux as a whole doesn't have this feature because it would be a tremendous pain in the ass. Don't think nobody's tried though, have a look at E17 and Evas - evas is an extremely slick rendering canvas, unfortunately it still needs a tremendous amount of work, and as far as I can see development has nearly stopped ^_~. e.sf.net for more info.
According to the site, "The source code is very hard to compile." - now I've seen some interesting disclaimers in the past (I ran E17 for the longest time, trust me I know "hard to compile" when i see it), but so far I've untarred it and typed "make", and it's faithfully chugging away. HEH.
