ISTM that the kind of application needed would be a (customized) crawler / search engine.
There are lots of articles online about writing crawlers and search engines using "off-the-shelf" components such as stuff found on Perl CPAN.
Once you have a basic crawler working (should be easy), have it look for regex patterns matching SSN's, CC #'s,..., and then log or save the offending URL's/pages.
I wouldn't be too sure... the ISP that hosts Network Solutions web sites had some serious outages a few weeks ago... I don't think the reason was announced, but they did _claim_ it wasn't a DDOS.

Turns out they plugged the PS/2 keyboard cable into a BNC/10base2 connector on the NIC. Fit perfectly

Try different antenna orientatations.

Have you tried SPF?
If that doesn't work, I suppose masquerade-as on the relay server might work.

1080i != 1920x1080
1080p == 1920x1080
BIG difference.
1080i is roughly equal to 540p and, therefore, 720p is far superior to 1080i.
Which is why most "HD ready" displays don't even do 720p
