Record companies aren't the only ones doing this. The desire to have a revenue stream that is relatively stable instead of a widely fluctuating sales income is causing many changes in traditional business models. For example, instead of buying a car you can get a lease which is basically a "car service agreement." Instead of buying a modem you can rent one from the cable company. I've seen video rental places in my area come out with programs that have a monthly fee for unlimited rentals. Cell phone plans want to lock you in for two years, while people would be outraged if they had to lock in for two years on a landline. TIVO requires a monthly fee (unless you hack it) after you purchase the box. My two cent guess is that as stockholder opinion becomes more important, smooth earnings growth gains priority.
When the only countries I can think of are Iraq, Russia, Canada, and Mexicoke, then I can conclude that America is the freest on Earth. Thank you American educational system.

The two party system in the US was formulated in response to "factionalism" in other countries. Israel is a good example of factionalism gone horribly wrong. You have a party with a plurality but not a majority that needs to ally with tiny parties in order to form a government. These tiny parties can be one issue parties, and that means that extremist positions (settlements in the West Bank) get way too much attention from the government, since those parties make their positions a condition of support.
In the US we have the same psychos on either end of the spectrum, but the need to win elections brings both parties closer to the center.
I also disagree with your assertion that the two party system means that the opposition always needs to support a position opposite to the current administration. There are plenty of issues upon which the Dems and Repus agree, but those issues get no press, because it isn't very interesting to read about politics without adversarialism.

What is the best way to implement this with minor maintenance? What experiences have y'all had this this?

When they burst, they send insane amounts of water forth in a short time, carving channels quickly before the water boils off due to the low atmospheric pressure, or freezes.
