To answer your question, you're going to need about 4-5kb/sec for a Vonage box on the Low Quality setting. For 20 soldiers, you would want to have 100kb/sec upload which is pretty big. I would suggest just having 2 or 3 boxes and share. You might want to hook up one box to a bad dialup connection and see how it works out. Packet8 devices use a different codec and supposedly handle low bandwidth/high latency better, but I havent seen this myself.
Actually, the thing about people remembering up to 10 digits best applies only to short term memory. It was a study done by George Miller in the 1960s. He just gave people random "chunks of information" like digits and words and tested them soon after. This can be the case if people randomly came up with a passphrase and tried to remember it. If it's something that has already entered long term memory, the game change completely. Retyping the phrase over and over will also help reinforce it on a regular basis.
Tip: it's not something simple like punching a few buttons or using a pencil to cross over certain lines. Check through the whole procedure and see if you have the required supplies...don't go taking out your batteries and trying to open the calculator like I did:(
