This isn't just about Berkeley making a statement. There are dozens of Cities in California who have voted on similar regulations. Federal law might override municipal law, but the Feds have not closed down all of the Marijuana clubs in California.

Contra Costa County is broken up into Multiple School Districts. This story is about the West Contra Costa School District, which serves communities such as Richmond & San Pablo. I don't know specifics off the top of my head, but it is one of the poorest school districts in California.
Contra Costa County is a tale of two counties. Eastern Contra Costa County is as you described, with many wealthy suburbs, wealthy inhabitants and well-funded schools. This is the image that Contra Costa County would like to promote on it's website.
Western Contra Costa County is much poorer, with poorly funded schools & high crime rates. Richmond has a disturbing level of corruption in the government. Compare these two cities:

I travel in both areas of Contra Costa Country regularly, and I'm always amazed at the difference. Walnut Creek has beautiful, clean schools located close to grass-covered golden hills. Many Richmond schools have a ton of graffiti, broken windows, boarded-up buildings, etc. Several times a year, schools in the parts of the Western Contra Costa County School district go into 'lockdown' mode due to leaks at the nearby chemical plants or oil refineries. Drive by shootings happen near the schools. In Richmond, you can hear gunshots just about every night.
I was a little surprised to find that Dell's Inspiron line doesn't currently offer processing power equaling that of the MacBook Pro. To get a 2.33-GHz Core 2 Duo processor (a 2.4-GHz version isn't available yet), you have to move up to Dell's more expensive XPS M1710 with Vista Home Premium
Once I did that, though, and tricked out the M1710 with only those extras it had to have to compete with the MacBook Pro, I was surprised to see the Dell come in at a whopping $3,459, some $650 more than the Apple product..
If I simply remove that requirement and get an Inspiron E1705 with an "Intel® Core(TM) 2 Duo T7400 (2.16GHz, 4MB L2 Cache, 667 MHz FSB)", Dell provides a system with comparable features for about $1800. Anyone else get the different results?
Personally, I would opt for an even cheaper system. I can save even more by going with the cheaper components (The ATI chipset is $140 cheaper then the Nvidia chipset). 17" is almost too big for a portable computer, so I opted for a 15" screen instead.
If I had $2,799.00 to blow on a notebook then maybe the MacBook Pro 17" would provide a good value. However I need to spend my money on other things, and my cheaper $1000 Dell E1505 works good enough for me.

One model may be '$699 After $249 Off Instantly!', but an Internet search would turn up a different e-value code, where the same model (same specs) was $649. Sometimes you could find another coupon for '$400 off instantly', but that special offer required a 3-year support contract (at $200 extra)-- so the actual price was $800, and you couldn't upgrade the CPU.
I've read that Dell is backing away from their confusing myriad of deals, so hopefully this is less of a problem then in the past.
In many cases it would be *just* as fast and more importantly *cheaper* to create a new internal division or ramp up their own IT staff to complete these projects.
I seem to remember that Kaiser had an internal division which was working on a electronic-medical records project back in 2000/2002. They shut down the project, laid off a bunch of staff, and started over with a whole new system.
I know that not everyone has had a good experience. I have used Kaiser in the past, and it was horrible. For us, this new Kaiser system has been like a breath of fresh air.
My family has only had 1-2 scheduling problems with Kaiser since we joined a year ago. It's been very easy to make appointments in person, via the web, etc. I've never had a very long wait, and the medical staff are always able to get our medical records. We can send messages to our doctors via kp.org, and the doctors usually within the same business day.
Before Kaiser we went with a well known PPO-- the experience was horrendous, the costs were ridiculous and I spent too much time on the phone dealing with their disorganization.

Once more, if you loose your password to the AT&T or Verizon websites, I have seen both sites require a SSN for password recovery.
Tracfone and some other pay-as-you-go plans don't require any such sillyness.

The difference is in the severity of the crime.
Breaking and entering is often considered burglary, which is a felony in most US jurisdictions, and possibly in UK jurisdictions.
Trespassing is a misdemeanor, and is a far less serious crime.
