In eurpoe you have people from each country all over the palce, and eurpoe is smaller then canada with at a guess 25+ more languages. In any given european country your really do have lots of people who speak other languages so it amkes sense. well what makes that enforceable or lawfull? nothing has been signed, there was no agreement between him and microsoft that can be upheld by law.
