At least Half (if not all) of the military's equipment has VERY explicit instructions written on it, to the point that if you had not been trained in its use, you could pick it up on the battlefield and make it work in a few minutes. Take the AT-4 for example, if you follow the attached link and click on detailed instructions, you will see what is printed on the launch tube. In the other photos, you can see the instructions, but you can not make out the words.
I am not sure about the new mandate ( assuming its not an April fools joke), but the TPS sensor on my work car (2001 Alero) is the same sensor used for the anti-lock brakes. The ABS computer reads the ABS sensors, and any sensor that is spinning faster than the other three tires is assumed to be a flat tire ( lower diameter causes higher RPMs for a given surface speed).
Check out the Trans Texas Corridor, it is going to displace thousands of people, farms, and ranches. This hits close to home, as my parents 5 year old home sits in the middle of the proposed right of way for the run from Lerado to Houston.

I would not say he is all that intellegent, there have been quite a few "phreakers" using calling cards that prompt you for the number to dial, then the number to display on caller ID. This site sells one such card.

Log out, then log back in, if that does not fix it, kill x windows and restart (ctrl+alt+backspace, then startx from the command prompt if it is not restarted automaticly)

I think the problem he suggested stems from the plane running out of fuel, not catching on fire.
