That would almost certainly be a problem with your procurement department, not IT. IT install and support software, it's extremely rare that they are involved in the actual purchasing beyond answering an initial "Is this the right one" query. Procurement not being able to purchase except from approved vendors is NOT rare though, that's the way almost all businesses work.
Blame IT for crap IT, don't blame us because your business processes are crap or because your business unit director won't spend any money on you.

An SAC doesn't earn much but even with two kids at least you can eat!
I'm one of those who disagrees with the current clusterfuck in Iraq but I blame that on politicians (see Steve Earle's Rich Man's War), the servicemen risking their lives deserve immense respect and under no circumstances whatsoever should their families need goddamn food stamps in order to eat or have to live in a poxy hotel room because there's no base housing.
Close, but no cigar. Closer would be "To allow the people who are actually creating the stuff (or marketing it, or selling it) to do their jobs in a way that optimizes the employee's time without compromising the integrity of the network."
If you need some legitimate software to do your job then it's MY job to install it, not yours. All you need to do is tell me once and if it looks kosher I'll install it. Then I'll get a remote install package put together for it so next time you or anyone else needs it installing we can do it centrally at the press of a button.
IT are here to help, it's just that we have to work within certain boudaries otherwise it all goes to

Now add in 24/7/365 support and a team to run the network it's going to use, all that has to be taken into account when costing a laptop. The IT department budget doesn't grow on trees you know.
BCC news tries to be as balanced as possible, I know of no other press organisation that would have reported the bombing of one of their own reporters by 'friendly' forces in quite the way John Simpson did.
Immersion is a small company with less interest in actually developing "touch sensitive" force feedback devices, and more interest in making money in a niche market that simply should not exist.
What a load of utter bollocks. Sorry to be so blunt but it's the only way to describe how utterly wrong you are. Immersion do a lot of business in medical simulation tech where realistic force feedback is absolutely critical and as far as I'm aware they are the world leaders in the field.

Actually I'd argue it's completely the other way round. We (the public) own OS X and grant Apple copying/economic rights until the expiration of the copyright term. It's a temporary deal to allow them to make a few quid off their hard work.
I'm not arguing against your other points, just an interesting technicality I've never really seen explained by an expert.

I might want to be able to retrieve a poem by searching for a line contained within a poem and only get back pages containing the poem rather than discussion of the poem. It's blue skies stuff and will probably require more standards adherence than we are ever likely to see but the current shotgun approach to searching is only "good enough" rather than "good" (even if you understand how to use a search engine properly which most people don't).
The technical term is "breeder". You need to use the right tone when you say it but it gets right up the nose of the kind of person who uses words like poof, dyke, etc. It's turning something they feel pride in into an epiphet, the same way they do with words to describe gay people. It's not that most gay people feel pride in being gay itself but there is a certain justified pride in having come out and dealt with society/friends/family.
Can't we just dig up a lot of old exams from 25, 50, and 100 years ago, and have today's kids take them?
There was a British TV series that did just this, put a load of GCSE students through the old CSEs (for the benefit of overseas readers the CSE was the exam for students considered not up to O level (now GCSE) standard in academic subjects or for those taking vocational qualifications).
