I say Dreamcast launched late, given SEGA's history. The Genesis launched to compete with the NES and got stomped on by the SNES. I seem to remember the Sega CD competing with the SNES, just during its late years, and the 32X/add-on du jour/Saturn had to compete with the Playstation, but the Saturn came out around the same time as the PlayStation. Sega's smoked a lot of crack around release time, I guess. Thusly, the Dreamcast was Sega's PSX killer, but Sony started pumped the PS2, and lots of people decided to wait. The Dreamcast does have a thriving (ish) emulation and homebrew scene due to a homemade devkit and a lack of need for a modchip. Software includes DCBlast, my (crappy) baby.
Even better - get a PSX to USB adapter, buy a pair of Dual Shocks, and play on your PC. Good controller for SNES emulation, obviously the best for PSX emulation, and comparable to the "fit" of the Xbox controller for everything else.

When Microsoft uses this as a DRM motivator, keep in mind that this doesn't have to be strict DRM. All you need is a really really obvious "This is uncertified software, are you sure you want to install? *click* Are you really sure?" warning to deter spyware. The EFF or some other benign organization could easily provide this certification.
So is it possible to complete the game "legally"? If not, the game isn't exactly "inherently benign", as completion requires at least some offensive or "corrupting" actions.
Additionally, I have a problem accepting that jets would scramble fast enough to be able to do so...
No jets need to be scrambled to launch a surface-to-air missile - it's launched from the surface, and it goes to the air.
Both homebrew and commercial games can be burned and booted without any modification to your Dreamcast. Note that you won't have any success with simply placing a Dreamcast game in your CD drive and trying to copy it - they're special discs called GD-ROMs. People dumped the games over the Dreamcast's serial port/broadband adapter, downsampled the movies, and put up selfbooting ISOs all over IRC. If the disc you get does not have two tracks (audio/data or data/data), you'll need to use the Utopia Boot CD. That homebrew boot CD might work as well - no guarantees.

I've played it - it doesn't do any tracking of rhythm. All your shots are released on beat, and you get a musical sound effect when you hit things. Your performance doesn't affect the music outside of those effects - the prerecorded tracks just get faster and more involved as the level goes on. Extremely trippy and fun, nevertheless. =)
