I know there was a problem with a picture that was uploaded to Wikipedia from a NASA site. The picture was eventually removed after the warnings of copyright infringement were received.

The thing worked like this: NASA got the raw data from its own satellites and hired an external company to do the processing. The result images were owned that company, which gave NASA only the right to display.

So, although that particular company was funded from public money, it did not release the pictures in public domain.

So, why do we keep sending only B&W cameras on these things

Any amateur photographer can confirm that for making color picture in the visible spectrum you need plenty of light, otherwise you'd get poor quality pictures. On Titan there was not much light and that's why they had to use infrared cameras.

Please note that Saturn is 9.5 times farther than the Sun than Earth, so it gets 91 times less light from the Sun than Earth. Also, the atmosphere of Titan is very dense, even more dense than the one of Earth, so, this also diminuates the light available.

I beg your pardon? At least in Eastern Europe during the communist regime, musicians did get paid for their records/"writing music". Of course, the successful ones were not payed as much as they would in a capitalist system, but well above the average income.
