I think this means that if you create your own software you want to license to other companies for some bucks then the state cannot get anything from your sales. And they just want to change this and get their share of it. Why should it be above other sales activities?
I'm pretty sure that this doesn't affect if you just give away your software for free. So, no worries, pals.
