Please excuse the grandparent poster for not following Sony's change in the acronym game. PSX was the original acronym for the first PlayStation, codenamed PlayStation X when it was being worked on as an expansion to the SuperNES (or Super Famicom or both). It wasn't called the PS1 until the PSone came out, at the earliest, or the PSX (DVR) came out, at the latest.

There were DX9 compatible cards about 6 months before the release of DX9. They set the standards ahead of time, and the card makers comply with those standards when they design the architecture. They can't really predict when Microsoft (or OpenGL's coders) will actually finish the product.

One more suggestion along with the others..

It may also have to do with the fact that the discs are read from outside-in, instead of the other way around, like normal CDs and DVDs. So it wasn't possible to create a bootable disc with a burned disc. Hackers had to wait until the PSO1&2 memory card (or network) exploit arrived to get it to run arbitrary code.

I wouldn't say the author is trying to say that. I think the point is more that the art is lacking. The candelabra doesn't have to look the same in every direction, but it doesn't have to look drab, either.

Although, I think 2D in a 3D game is great as cel-shading in proper instances. Wind Waker was appropriate because of the cartooniness they added to Link. I couldn't stop laughing when he was launched out of the canon into the wall of one of the first fortresses. Tales of Symphonia, eagerly awaiting to be played on my desk, looks like it does cel-shading very nicely, giving the game the feel of anime.
