That's really what it comes down to here, IMO. Just because it's on the 'net doesn't mean you can do what-the-hell-you-like with it. As always, fair use is still fair use, and republishing is still republishing - blogger with ads, RSS, or whatever.
You've got plenty of performance there, and FGLRX drivers support XVideo, so it should be able to play videos with ease if your play supports it too. Which player do you use? FWIW, I use FGLRX with X.org on my Radeon X1400-powered laptop and it's fine for video playback using MPlayer ( mplayer -vo xv video.avi ).
I really couldn't begin to guess about the tablet issue. If your code-fu is strong, I'd start by searching for the differences between what GIMP does and what everything else does. Might be something about GTK mouse handling that's different to other things. I realise that's not a realistic answer for most people though (either time or skills or both)... Good luck:-)
Ah OK. Xv (short for XVideo) is part of XFree86 and Xorg et al, and it allows apps to send video directly to the display with minimal overhead. If you use Xv to play videos you get smoother playback and lower CPU usage (which you can then use for MPEG decoding, post-processing, whatever). Using "generic" X11 playback means copying lots of big image bitmaps into a window 25+ times a second, which is a lot slower.
I doubt it's related to the stylus issue, although it's been a long time since I looked at that kind of thing.
Anyways, post your system details (cpu and speed, graphics card, linux distro, etc) and I'll see if I can write something more meaningful.

Odds are you're playing through the X11 interface, when you should be using the Xv interface. Switching depends on your video player application, but most all of them can do it (with a video driver that supports Xv - most popular ones do).

Do you really think the US lets anyone with a satellite photograph any old thing they like? Really? Why does Google maps/earth/etc have some US installations censored?
What's more, why is this even news? A few days ago we had an article about people find military installations in Chinese satellite photos, so it shouldn't surprise anyone that China now wants to plug this particular security hole.
