This may not fully work, but recently a student at my high school wrote an opinion column in the local paper. This column outlined many of the problems with our school's computers and tech support. The article can be found here. It is entitled, "How my school spends your money."
The response by the school's tech lady was that the article was "All Lies" when I asked her about it. (Please read the reader comments)
They want to figure out how to make the Internet faster and more reliable, but to do that they need to gather data from tens of thousands of personal computers around the world.
So, they want to make it faster by having people send out and receive more data.
