The point of the law shouldn't be that its a cash machine. It's that it should discourage illegal activities. Part of the problem is that police forces proceed from the faulty premise that their job it to fund the department. It shouldn't be. It should first and foremost be to serve the public trust by upholding and enforcing the law.
Presently speeding tickets aren't a deterrent to rich people because they're absurdly low. I think a sliding scale based on income isn't just a good idea, it's the only logical idea that works fairly to discourage the act.

In the best case scenario they find some work with someone willing to take a chance. In the worst case, they're unemployable and start using those skills to further criminal activity.

What this generally means is that half of your swiss watch (usually the more expensive/important half) is made of chinesium.

The move to "free" for things like unreal engine is not surprising, and it's smart from a business perspective. One only has to look at the ridiculously long list of unreal tournament mods to know people will eat it up.
More people learning your engine for free means more people employable to work on projects that use it which means more corporate licenses. Everyone wins, but none more so than the person who might not even have tried if he had to invest his own money in to a license.
3 months after the class has ended, go back and see how many of them can still use it to solve basic problems. I'm betting more than half of them won't even remember how to do basic conditionals.
These really aren't the same things. If you want to teach the computer science, the best thing you can do for them is teach them math instead of BASIC.
If you're talking about programming, the best strategy is to find something they really enjoy doing and show them how they can use programming to solve a problem that involves that something. It's a lot easier to teach someone how to use a tool if they have a practical use for the tool.
Takeoff and landing are easy to the point where a computer can do it. You don't have to have any human interaction at all in those events. Many aircraft are already capable of automatic landing.
Taking a basic easy to find, easy to replace thing like a tire and tripling or quadrupling its cost to replace is generally not a good idea from a consumer perspective. Who wants to be told that it's going to be 1500+ to get new tires for their commuter vehicle every year?
