Your bandwidth would drop to nothing, and the clients would complain. Your only choice would be blocking vonage's ports so your clients can still "surf the net" at decent speeds. It's no different than blocking P2P traffic if you have to speed things up.
VoIP transfer rates are tiny in comparison to any other general internet use.
Look at it this way... if all 15 users in your imaginary town were on a VoIP call at the same time.... It wouldnt equal to the amount of data being uploaded by atleast 1 of their children on an warez ftp site, or bit torrent, or hosting a videogame etc.
The point is... If 15 users making a VoIP call is going to break your network... you need a new fucking network.

I'm a vonage user. I signed up a month ago and i'm still waiting for my POTS phone number to be converted over to vonage.
My ISP (optonline.net AKA cablevision) has their own VOIP service known that costs $34 a month. Vonage costs $24 a month.
Cablevision is getting really flakey on their capping/throttling policy. They of course wont promise any quality of service, they do block ports etc.
Blocking vonage has been the concern of many optonline users, due to vonage being more affordable than optonline's own optimum voice VOIP service.
Cablevision loves to play games due to the power they hold in the number of subscribers. Everyone here in New York remembers the whole Yankee YES network mess where cablevision refused to carry YES and charge their subscribers $2 extra per month. YES is now on cablevision FREE, no additional charge.. but cablevision seems to have no problem with squeezing their existing customers into their digital io plan which costs $10 more than basic cable... but of course requires a box, and of course several boxes for how many tv's you happen to own. Cablevision really wants everyone to pay $90 a month for their digital cable service. The evidence is in that they are no longer supporting HBO customers that use the old cable boxes.
Point is.. Cable companies have power and they can use it as they see fit to benefit their own interests. Even at the cost of holding their subscribers hostage.
It's simple math really.
Pay for cable broadband + Pay for competing VoIP service = You paid for your own dam right to free speech.

Frankly to those that seem concerned about the torrent link... you should realize that this is the kind of film that filmmakers have difficulty finding outlets for their great works such as this documentary/commentary of todays corperate world. I'm sure the makers of this film intended to be heard rather than profit and become billionaires. Note Michael Moore endorsed trading of his films online because the message is more important than the money. Forgive me, i dont know exactly what limitations you have or how it would effect the design of a controller tailored to your needs... BUT I am almost certain a controller can be tailored to your needs.
You can buy many arcade controller devices from arcade parts manufacturers like the very legendary maker of high quality parts, http://www.happcontrols.com/
Coming from the street fighter community, guys are always making their own controllers. I did just that myself recently. Often what happens is users will take circuit board from a cheap 3rd party controller such as "madcatz" and simply wire up the arcade buttons to the boards, thus building their own fancy arcade controller.
I'm almost certain there is a way to do something similar for you. Infact i'm sure that a few talented techs could easily rig something up for you that would interface with a console gaming system and a PC as well.
I have heard of head mouse units. And again, i have complete confidence that one could be built for you, and tailored to your needs.
I'm not sure if i'm being much help but I'm just very confident that you can find a solution. Like i said, tailoring a controller for your needs would be quite easy with a few techs on the job because rigging up controllers isnt difficult at all, the only trick is when you have to use an existing board to interface your custom controls to. Figuring out the wiring etc. But again, i'm so certain someone could dismantle a PC controller and a mouse and have something working for you rather quickly and easily.
There's probably some more capable folks here on slashdot that may be up for the challenge that could or have already shared their insights. Perhaps they're willing to lend their expertise too.

Like i said, tailoring a controller for your needs would be quite easy with a few techs on the job because rigging up controllers isnt difficult at all, the only trick is when you have to use an existing board to interface your custom controls to. Figuring out the wiring etc. But again, i'm so certain someone could dismantle a PC controller and a mouse and have something working for you rather quickly and easily.
There's probably some more capable folks here on slashdot that may be up for the challenge that could or have already shared their insights. Perhaps they're willing to lend their expertise too.
Vonage had a widespread outage the other day. Vonage users couldnt make calls out.

I am a vonage subscriber. I recently joined. Great price, great service.... I dumped my verizon line that costs $45 a month.
I welcome vonage and any other VOIP solution that provides BETTER service than POTS and at a cheaper price.
I never had caller id, voicemail, 3way calling, unlimited free longdistance etc with verizon.
Vonage is great. I see that many here are bashing it, but really its a nice service at a great price.
If a customer pays an ISP... that ISP should be required to fullfill their obligation... WHICH is to provide internet service.
VOIP is just another thing you can do with your internet service. ISP's have no right to dictate what you do with your service if you pay for it.
I pay for Vonage, I pay for Optonline (which also has a VOIP service of their own).
I pay for the pipe, what i do with it, is irrelevant ESPECIALLY if its using a competing service!!!
I really do. When i was a young child growing up here in America, i and many others were taught of the great freedoms we have. The battles we fought for our rights, the many deaths men women and children suffered before us....

Surely they cant be teaching the same "stories" of civil wars, civil rights, seperation of church and state, no taxation without representation, freedom of the press, monarchs in other countries, dictatorships, labor unions and works rights! etc....

Frankly i beleive we're all under control of the ruling class that taxes us, without any representation. They arent affraid for our well being, they're affraid terrorists will blow up their wealthy gated communities.

Well not really. There are plenty of people who give of them selves for the benefit of others before that of themselves.
There are buisnesses that reward employees for good work and there are buisnesses that do beleive that a company exists to make money for its owners as well as its employees.
There are good people and of coures good buisnesses. The problem is when a corperation decides to boost profits at the expense of all else and that includes the well being of its employees.
If i ran a multinational corperation, due to the lack of buisness ethics and morality i would HAVE to cut my american staff and relocate my work force to china because EVERYONE else is doing it. If i want to stay in buisness, i must compete!
This kind of competition becomes a horrible race to the bottom with no reguard for life itself.
I simply can not support this kind of beleif. Money exists so that we all can get a fair share of it and live a quality life. Money does not exist to maximize profit to benefit a ceo while employing slaves at slave wages with no regard for their well being.
We've taken a huge step backwards.
Because they all do very evil things! Underpaid employees, exportation of jobs yet posting record profits, they clearly do not care about peoples lives, unfair end user liscenses, they lobby the government to leverage monopolistic advantages, they buy and sell each other then fire entire work forces just to get ownership of a property or to simply get rid of competition, they make nike sneakers for 3 dollars a month and sell them for $100 dollars in the US, they profit at all cost, even to the extent of ripping off our government during war time, they sell shitty food and call it happy meals, they sell even shittier food as trendy diet food such as "low carb" "low fat" which neither make them healthier foods but only trendy foods that are still as shitty as the happy meals, they all want slave labor at slave wages and some how think they deserve american price valued profits, they lie, cheat and steal...
Shall i go on?
