I see your point of people sticking to office, but I don't think it makes sense they would purchase a license so expensive and not have any type of broadband connection.
Unless they where buying a pirated copy, then we wouldn't care a rat's ass about Sun's licence.
Don't get me wrong, I agree 100% that it's stupid not to be able to distribute JVM that way, but maybe then OO should't depend on Java at all.
There is such a thing as a "Desktop Replacement" market segment. I personally use my laptop as a Desktop PC all day hooked up to a 19" monitor and an ergonomic keyboard.
At the end of the day I unplug it and take it home.
I have my PC everywhere.
Ive had terrible experiences with soyo motherboards. Voltage problems, very short life span and not very well soldered parts.
Ive heard theyve gotten better, but I havent been able to test it myself.
Ive been using rar extensions for years, never had a problem or complaint. Winrar is just as easy or easier to use then Winzip.....

I think you don't have the right idea of what a "developing country" means. Imagine, if they need to ride a bycicle to get electricity, getting a computer is the least of their problems.
Over here in Argentina there have been numerous atempts to do this, having the same advantage as Brazil.
Our goverments havent been able to succesfully do anything, so congrats to Brazil!

Good to know some people are still trying to improve technology remembering that not everybody has 1 trilion dollars a month to spend on over-priced gadgets.
Keeping in mind here 1u$s = $3 pesos (our currency), which practically means it's three times harder for us to buy things, my current broadband cable (512 down, 128 up) connection costs around 40u$s.

Ive had very good experiences with ABIT barebone motherboards, which I normally use on servers.

The thing is you can leave a copy on the server, and have them locally and on webmail. THAT's what's usefull about this.
