To answer your question directly, from TFA, Homeland Security is "intrigued" or some such nonsense by RFID. I'm not crazy about the whole thing, but if this is to come I sure hope that they choose barcodes or magnetic strips as a standard. If they go with RFID, us/.'ers should start a pool to see when it will be widely cracked. What then? Reissue us new cards? Slide them into a USB device on our comps to get the latest patch installed on our cards?

Return Merchandise Authorization - basically you speak to the manufacturer of the dead component and if both parties deduce it is the company's problem and will fix or (ideally) replace said fuxxored doohickey.
I imagine it will indeed be turned based, but in an action-y display style that minimizes the fact that you swing, then the monster swings, etc - ala NWN style. Then again, what do I know - I'm just a humble kobold...
I worked at Verio and was/am very good friends with the people who got things cleaned up from a spam standpoint. I am also happy to say I did my share of helping in this. Verio is like every other ISP - the people there really do care about their customers and their reputation on the Internet - sometimes it take a little convincing the fellas upstairs of the harm that can come from hosting spammers.
