I don't think that will happen. After WWII was over, they pushed a lot of gear into the ocean and never turned back. This could, in effect, cover any kind of data transmission where two peers are involved. This is going to include messenging, irc, any kind of gaming, ftp, and what about email? That's basically a peer-to-peer data transfer. Nobody will be able to use the internet without breaking the law - except the crooks running the country.
