This is definitely the case. While it may seem like a good idea to bring broadband to poorer areas it does not mean it will be taken advantage of. It would be better to spend more money on educating these areas to use the internet more effectively and not just provide broadband access.
Despite this sort of fraudulant activity being conducted under the guise of the largest natural disaster many generations have seen, I am not really surprised. These people feed on human misery and would simply be using a different story to fleece money from the kind hearted. The fact that this disaster has affected the entire planet simply makes their jobs easier.

It happens in all creative mediums. Just like music did - going from traditional instrument players in a studio to people at home on a PC creating sample based music. If you have no creativity, people aren't going to like it no matter what what. Compare what your saying to when they first introduced "talkies" to take over from silent films. I'm sure there were a lot of directors worried that the 'creativity' would be lost in the transition. And what does the mean today? Zip.
Personally, I think I can talk for all the non US members here we I say that we are all waiting for the United States to implode on itself. I mean you guys have something like 1 trillion dollars of credit card debt. You can't rule the world forever you know. eg Spain, Rome,England....Your day will come;)
