It's worked just fine for me. I built my own computer, and then bought a copy of Windows and installed it after toying with Mandrake for a while. I didn't have to get Windows, I chose to get Windows because the functionality of Windows suits my needs. If I wanted to use Linux or OS/2 I could have easily done that because I didn't rely on a business to offer something to me when I could get the job done just as well by showing some initiative and doing it myself.

If the manufacturer doesn't offer systems without that OS, find another manufacturer. If you can't find a manufacturer that sells systems without an OS you don't want, build your own system and quit bitching that companies aren't catering to your OS' fraction of a percentage of marketshare.
