When FO3 works as well as 1&2 in WINE, I will give it a go. (I had set up an XP SP3 partition just for 3, but then deleted it in favor of 98SE to run my PS1 emulator to play Front Mission 3)

Then I had to 'temporarily allow scrbd.com' in 'noscript'.
Next you need to find the 'iPaper' link (upper left border of reader window next to the scribd logo)and mouse over it, select 'view mode' from the menu, then select 'book mode' from the 'view mode' menu.
Use the bar(s) to change 'book' pages...may also need to right click and zoom in, the magnifier tool at the top of the window was broken for me.

Then you undergo a thorough background check while your mandatory 6 month waiting period is going on. 5. If you pass the check, the dealer will notify you to come pick up your item and tax stamp when the waiting period is over.
If you fail the check, the purchase price of the item will be refunded by the dealer, minus a fee for handling the request. You will not be refunded the $200 stamp fee.
This may change (or may have already) due to the SCOTUS ruling on the Second Amendment, so...YMMV- I haven't messed with this in 10-12 years or so.

It's not uncommon (actually designed this way) for your '12 VDC' auto electrical system to vary between 13.6VDC-11.8VDC. (11.8 may be stretching the low end, but have have started my vehicle with low of 11.2VDC a few years back---I will gladly pass the baton here)
Most computers desire a more stable electrical environment than the usual auto can provide as is.
Computers (yes, even embedded chips qualify here for this discussion*) can be used easily in vehicles...with some forethought, and good engineering.
