They went from custom designed MIPS cores in the PSP to an off-the-shelf CPU (quad core ARM Cortex A9) and GPU (SGX543) mainly to give game developers what they want. So I wouldn't be surprised if they went for a standard PowerPC core for the PS4, perhaps something derived from the POWER7 server CPUs.
Hardware tessellation isn't limited to Direct 3D. Whatever you can do in Direct 3D you can also do in OpenGL. That said, the game isn't using it because it's targeting console-level hardware.
