Well, for one, they rolled out that rich formatting thing at least a full day before the 1st (I was reading about it yesterday), and claim to have been phasing it in for users even before that.
This doesn't specifically relate to the mail increase, but it's the only legit google post to mention it under :) Under the faq's of their "googlegulp" product, they explain their logic in keeping products in beta for so long.

I've always thought about marketing an empty box that says "Dehydrated water...just add water!" Hey, if people will pay for water in bottles, who knows :)
